Land: White Camp Energy has negotiated and signed 30 year land lease agreements for 4,500 acres of land located about six miles South of Spur, TX with the White Camp Ranch, LLC a hundred year old cattle Ranch located in Kent County Texas.


All minerals and title work have been completed and site is 100% ready for start of construction.  The Project lies in terrain of 3% slope that will comfortably site the two 135.68 MW DC solar PV Project phases.

White Camp Solar Project​s

Site Layouts: White Camp Solar plans to use a ground mount, fixed tilt mounting system with a 25 degree tilt.  The mounting system will be anchored with driven piles.  Lowlands, extreme terrain, power lines, pipelines and residences have been accounted for and avoided in the site layout.  WCS has completed all environmental, geotechnical, civil, SWPP, grading plans, and survey's for the Project site.


Local Tax Incentives: The Project will also benefit from local County Tax Abatement and School Tax Value Limitation.  These Tax Incentives will help the Project be more competitive in the Texas market allowing the Project resulting in an attractive ROI for investors. A Texas Free Enterprise Zone will also be established offering additional incentives for the Project site.


Community Sentiment: The Project team has very good relations in the Project’s local area. We know of no local opposition to the Project in Kent County.  


Community Benefits:Our Team is eager to bring the Project to completion, and to contribute jobs and clean energy to our local Texas communities.  Our local know-how and on-board engineering background will greatly streamline work on this project to make it successful for all involved.  Kent County has a registered population of 831 residents. The community is very excited about the opportunities that a project of this magnitude would bring to the local economy.  The Texas wildfires and drought have hit this area particularly hard. A large percentage of ranchers have had to sell off their herds, and the farmer’s fields are lying fallow with no rain to grow crops. We hope to create the jobs that will allow young people to stay in the area and bring in new families to the county.


Construction: The Project will be brought on line in phases.


Solar Data: The solar isolation studies required to design and engineer the Project.  First full year generation is estimated to be almost 230,000,000 kWh and is based on PVSyst software that utilizes NREL weather information. 


Project Interconnection: The Project will interconnect with an AEP 138 kV transmission line that passes directly through the Project site.


PPA:  White Camp Solar is being constructed as a "Merchant Plant" in the ERCOT deregulated market.


Zoning and Environmental Requirements:  The Project is located on privately owned land and there are no current federal, state, county, or local zoning or environmental permits needed.

​S&C Electric will be responsible for constructing both the American Electric Power (AEP) Boots Substation and the WCS Switch-yard. The major equipment has been purchased and is ready to start construction at both locations.

​Price Construction and Watson Professional Group will provided civil engineering and construction for the Project and are ready to break ground in June 2014.
